If these requirements are met you need to check your "Feasibility Rules".
"Feasibility Rules" are binding rules that may limit OTO to assign orders for specific companies. These rules force OTO to choose specific companies in specific cases.
If the delivery company you want passes all these steps then you need to check the "Priority Rules". You may create a priority rule so that OTO prioritizes a specific company to others in certain cases.
